Maryland Public Service Commission Announces Names Of Winning Bidders For Electric Standard Offer Service

Baltimore, MD – Today the Public Service Commission of Maryland (“Commission”) announced the names of the winners for the 2003-2004 and 2004-2005 bidding years for the market priced electric Standard Offer Service (“SOS”). Through a competitive bidding process, electric suppliers submit bids to provide market priced electric SOS for Maryland customers of investor owned utilities whose rate caps have expired.

Chairman Kenneth D. Schisler stated, “Over the last two years, the SOS bidding process has proven to be very competitive and highly successful. This process has resulted is a reasonably priced default service for Maryland consumers which is fully reflective of current market conditions.”

In the 2003-2004 bidding process, 14 suppliers won some portion of the SOS load served in Maryland. The investor owned utilities requested electric supply proposals totaling approximately 6,200 megawatts (“MW”) and wholesale suppliers offered electric supply 4-5 times in excess of the load solicited.

There were 20 eligible bidders in the 2004-2005 RFP process, of which 18 suppliers actually submitted bids and 8 suppliers won some portion of the load offered this year. The investor owned utilities requested electric supply proposals totaling approximately 3,600 MW and wholesale electric suppliers offered electric supply 8 times in excess of the load solicited.

The process for releasing the names of the suppliers was determined in the Phase II Settlement Agreement of Case No. 8908, approved in Order No. 78710 on September 30, 2003, as modified by Order No. 79489, issued on September 24, 2004. All investor owned utilities have posted their full SOS retail prices, which may be found on the Commission’s website at http:///Intranet/electricinfo/sosrates_new.cfm.
